Abstract

This paper presents an overview of the problem of corruption in Iberoamérica, and how from the new millennium the theme of public ethics has been gaining importance in forums, congresses and conferences. Also, it have appeared government codes as well as initiatives considered in what is called ethical instruments of practical application.
