The Legal Status of the Spanish Regional Transparency Councils: Regulatory Hazards that may Jeopardise their Oversight Function

Abstract

This paper aims to analyse the legal design of public authorities created to guarantee right to access to information and it underlines some lacunae that can negatively influence the exercise of their competencies. At the same time, it points out some criteria that those bodies should meet in order to be really independent and efficient in relation to the control of administrative decisions rejecting that right.
