Implementing Transparency at the Local Level: the Protagonists Speak

Abstract

This article presents the partial results of a research on the effective implementation of transparency at the local level since the enforcement of Law 19/2013. In order to do so, it analyzes the difficulties and strengths of this process, as well as the effective incidence of the law in terms of access of citizens to public information. Finally, it identifies the most important effects achieved through the implementation of transparency regulations. To do that, a qualitative research technique has been used, the semi-structured in depth and specialized interview, made to expert people, protagonists of the implementation of the law in the local scope. The results and conclusions of the analysis allow us to measure the magnitude of this challenge, identifying the main features of the implementation process, in an administration that was not considered when designing the transparency, that advances in a way with lights and shadows.
