Abstract
With the development of the era of economic globalization of the eighties there is a growth of the phenomenon of corruption in the world. At the same time, the idea of preventing corrupt practices through the inclusion of ethical values in the formation of public servants has become important. With the beginning of the century, the idea of having a global ethic that guides and guides the conduct of rulers and officials of all the countries of the world becomes strong; but is this possible? Are there universal values for every public servant regardless of their culture and the conditions of their country? If so, what values should every public servant possess? Where are those values? These are some of the questions that this work answers.
